They're an economical benefit with pretty much no downside outside of occasionally in surprise wars you may lose them. I think for starters light-ships need to be a LOT most crew-expensive. Maybe some only barely less cheap cogs that will last you most of the game. As an average nation you make a thousand cheap light-ships for trade then move on. They're a luxury and you'd rather have an army, unless you essentially need them (See: England) then you could give less of a toss. Outside of that I think a huge part of the fact no one is feeling it is that no one ever builds heavy's until they can afford them, which is generally late. If you start landlocked as someone big (Muscovy or whatever), then suddenly get sea coverage it can take a while to build up a navy to a size reasonable for a Nation your size, especially if you only took one or two provinces.
